Manager — OSP Planning & Engineering — HCTC 

Directly supervises or manages all outside plant planning and engineering activities. This includes developing short and long-range network modernization strategies, designing projects, staking lines to be built, and Rights-of-Way (ROW) acquisition in compliance with RUS specifications.  Implements network expansion and modernization plans. Approves new installations and coordinates Special Assemblies required to address unique customer requirements. Reports to the Chief Operations Officer.

Education and Experience

Bachelor of Science in an Engineering Discipline plus 5 years of engineering or engineering and construction experience either in the Telephone or Power Industries is a requirement.   Post-secondary education is attractive.  Professional Engineer Certification (PE) highly attractive.  PMP/PPM or a Six Sigma Black Belt is attractive.  Prior supervisory experience is required.

 HCTC is in an aggressive “next stage” of network modernization emphasizing Fiber-to-the-Premise as well as CLEC expansion.  The successful candidate must demonstrate significant experience and accomplishments in Construction and Engineering.

IP NETWORK ENGINEER 

 

The primary responsibilities of the IP Network Engineer are to support the Sr. Network Engineers and the Network Operations Department with design, implementation, testing and maintenance of the Company’s data network. The IP Network Engineer also provides all necessary technical assistance to operations groups 24x7, as needed. 

Must be able to respond to emergency calls as needed, including nights and weekends. May require on-call rotation and/or reporting to job on short notice to facilitate repair of the network until service is restored. 

Essential Job Functions: 

Monitor system resource utilization, trending and capacity planning. Perform network maintenance and system upgrades including service packs, patches, hot fixes and security configurations. Monitor performance and ensure system availability and reliability. Support second and third tier escalations for all operational outages in IP network and troubleshooting to resolve issues. Learn, operate and maintain IP network delivering IP network data and voice to deployed customer access network utilizing wireless, XDSL and FTTX technologies. Troubleshoot IP network problems quickly and help provide sound engineering solutions. Conduct high-quality and comprehensive lab tests to prove viability of proposed engineering solutions. Maintain network by troubleshooting and repairing outages; testing network back-up procedures; and updating documentation. 

Experience / Requirements / Education: 

Bachelor of Science degree in Computer Science, Engineering or Information Systems degree plus two to four years of relevant technical experience in configuration, troubleshooting and maintenance of IP network equipment. Cisco qualifications at a minimum of CCNA required. Routing and switching experience a must. Proven hands-on experience with monitoring, network diagnostics and network analytics tools also a must.
